Hi. To my initial looking, this work would seem to be covered by copyright. To be more accurate, I cannot see evidence that it is released from copyright into the public domain. The paper would not be seen to be an edict of government, as it would not be an edict. The work would look to be the work of the Norwegian government and they would have copyright, unless there is a specific exemption that work of that government is not covered by copyright. — billinghurst sDrewth 12:47, 23 June 2010 (UTC)
