Information required Translation:Pedro Castillo's Inaugural Address

Please could you tell us the licence that Castillo's speech is released by at the source site. We also need to know the source of the translation to English of the address. @Billinghurst: Hello! I usually am on the Wikipedia side of things, so let me introduce myself as I am new. For the text, it would fall under PD-PE-exempt on Commons, but I can't seem to find a similar tag for Wikisource. As for the English translation, I translated it the best I could (not sure if this is permitted for Wikisource, so apologies).
