Though modern works quote Peter Whalley in India civil service (C.S.) there is no evidence of a person by that name in the Indian Civil Service lists.

Both do contain reference to Paul Whalley bio, who is noted as writing, eg. [1]billinghurst sDrewth 02:45, 20 July 2017 (UTC)[reply]

That's some good detective work! Using Paul Whalley, I also see the name in the Army Lists, which echos the CS list. Both say he was in Pilibheet, which is not far from Moradabad, where he submitted to the Bengal Asiatic Journal in 1877 (and where Whinfield says he had a Khayyam manuscript). Paul Whalley appears in the India List and India Office List for 1900, p. 553, as "late Bengal C.S. (N.W. Prov. and Oudh), apptd. 1860, retd. 1890." Further details of his career are included.
