As you know, the text is sourced from https://www.whitehouse.gov/briefing-room/speeches-remarks/2023/02/07/remarks-of-president-joe-biden-state-of-the-union-address-as-prepared-for-delivery/. So it has to stay faithful to this source.
However, after having a look at the video of the speech, I admit that the text in this source has been somewhat abridged, and now I can see that you most probably wanted to add what was missing in the source. I am sorry, but that is not possible. We cannot add anything to the text which is not in the source. The only thing to be done is to find a different source with the full version, and found another page with this full version.
