If the speech was not explicitly released, then the speech is automatically protected by copyright. You don't need to locate proof of copyright; you need to locate proof of release. If it was not released into the PD or licensed under a suitable CC, then it is protected by copyright and we can't host it. --EncycloPetey (talk) 22:07, 24 November 2018 (UTC)Reply
